U.N. Report: Humans are to Blame for Global Warming

GIBSON: The big debate now, are humans to blame for all this extreme weather. Well that's what a new United Nations report on climate change tells us. Not only are scientists saying they believe global warming is man-made, they're also saying it's now too late, it's all unstoppable. But the global warming debate has gotten so ugly now, some people are demanding that anyone who doesn't believe in these theories of climate change should be punished. Is it a legitimate point of view to question if these extreme weather changes are really a product of man-made global warming?
With me now live, Marc Morano with the Senate Committee on Environment and Public Policy. Now Marc, when people see these stories and the U.N. comes out with reports that says global warming is real, it's man- made, we put two and two together and say, catastrophic weather is a result of man-made global warming. Is that true?
MARC MORANO, SENATE COMMITTEE ON ENVIRONMENT: Well, the first thing you have to realize is that what the U.N. came out with today is not a scientific document, it is a political document approved by U.N. political delegates. The media has been reporting around the world that thousands of scientists have gotten together and this is their report. That is not the case. The AP story yesterday clearly showed, these are delegates from all over the world coming together arguing over the language. In the U.N.'s own charter the IPCC guidelines actually state that the science report won't be out until May or June of this year, that there will be changes made in that to conform to the political statement that was released today. This is not thousands of scientists speaking this is hundreds of U.N. bureaucrats and delegates speaking.
GIBSON: But Marc, are you telling me that as we watch these icebergs shrink away, that it's not global warming and that it's global warming made by man-made exhaust gases, doesn't account for this weird weather we have been seeing more and more in recent years?
MORANO: You know, you go to "The New York Times," "The New York Times" last year in April said that few scientists agree that any recent weather events including Katrina, drought, floods, are due to man-made global warming. This is what the -- there's nothing they can point to that's outside natural variability. So all they have are unproven computer models of the future and the U.N. which is hyping this report. Senator Inhofe of the Environment Public Works Committee has written a letter to the IPCC chairman to deal with all of these bureaucratic issues at the U.N. And this is one of the things that is happening right now, is the American people are being told that man has caused a climate catastrophe when there are thousands of scientists out there whose voice is not being heard or not represented by the U.N.
GIBSON: Marc, you know the Americans are also going to get bludgeoned with a tax, the European Union, Jacques Chirac promised today that if Americans don't conform to these global warming theories, the European Union is going to lay a huge tax on our exports to Europe. So we're going to be punished for this.
MORANO: Yeah not only that, it's the same Jacques Chirac who called Kyoto the first step to authentic global governance in 2000. That gives you an idea of the agenda behind it and Jacques Chirac is threatening the U.S. And the odd thing about it is the U.S. emissions, EU nations, 13 of the 15 EU nations aren't meeting the requirements of Kyoto and the EU Nations emissions are rising twice as fast as the U.S. The U.S. is actually doing better even though we haven't ratified Kyoto. But they're trying to make the U.S. out to be the evil boogieman in the world.
GIBSON: Marc just to get it straight, let me put this back on the screen. We put it up once but make you answer the question. Catastrophic weather, global warming or just mama earth?
MORANO: It's absolutely all within natural climate variability. You mentioned melting ice caps. Antarctica is gaining ice, there has been a warming trend up in the arctic. The southern tropospheric temperatures have not increased since the late 1970's --
