Obama: You know, that White House tour decision wasn’t me

As usual: Don't blame him! If you've got White House tour cancellations, he didn't build that. Someone else made that happen:

"You know, I have to say this was not a decision that went up to the White House," Obama said in an interview with ABC News. He explained the decision as the Secret Service's attempt to cope with staff furloughs in the wake of the so-called sequester. "Well, what I'm asking them is, are there ways, for example, for us to accommodate school groups, you know, who may have traveled here with some bake sales," Obama continued. "Can we make sure that kids, potentially, can still come to tour?" Please note the use of first person and third person. Obama wants us to know that "I" am asking "them" to accommodate school groups. If the answer comes back no from "them," you will know not to blame Obama. Help me out here. Who runs the executive branch of the government, and thus, who is responsible for the decisions made by the executive branch? Because I thought it was the guy at the top, but apparently the buck travels far and wide and stops everywhere but the Oval Office in the Obama Administration.
