Presidents, Security, Security Clearances

Barry Doesn’t Need No Stinkin Security Clearance!

How perplexing it is that the leader of the free world and possessor of the nuke codes is not required to have a national security clearance. An Army private who may come into contact with classified documents must be cleared. The Commander in Chief is exempt from any such scrutiny.

The president also decides who within his administration should be cleared and at what level. In 1995, Bill Clinton issued Executive Order 12958-Classified National Security Information, as Amended. To no one’s astonishment, Clinton amended the previous order to facilitate the declassification of information. With emblematic liberal disregard for threats to the nation’s security, Clinton’s order required that classifiers would have to “justify” the classification of any information. Employees would be “encouraged” to challenge “improper” classification. In a press release dated April 17, 1995, Clinton said: “We will no longer tolerate the excesses of the current system. For example, we will resolve doubtful calls about classification in favor of keeping the information unclassified.” Setting aside for the moment, the hilarity of Bill Clinton condemning excesses, the message was fairly unambiguous. Radical left wing groups cheered Clinton’s move as an unmistakable cue that the country’s security was likely to be compromised. In 2003, President Bush amended 12958 by Executive Order 13292. The bulk of Clinton’s order remained intact. Bush did, however, remove the burden on government employees who sought classification of foreign information. Bush also expanded the authority of the vice president in making decisions about classification of sensitive information. Plainly, Bush, like the rest of us, never foresaw a Vice President Joe Biden. Nor did anyone presage that the American people would install a national security risk in the White House. Lamentably, the President of the United States has the authority to classify information or delegate classification authority.

Section 4.1 General Restrictions on Access. Part 4. Safeguarding

Sec. 4.1. General Restrictions on Access. (a) A person may have access to classified information provided that: (1) a favorable determination of eligibility for access has been made by an agency head or the agency head's designee; (2) the person has signed an approved nondisclosure agreement; and (3) the person has a need-to-know the information. (b) Every person who has met the standards for access to classified information in paragraph (a) of this section shall receive contemporaneous training on the proper safeguarding of classified information and on the criminal, civil, and administrative sanctions that may be imposed on an individual who fails to protect classified information from unauthorized disclosure. Thus, Barack Obama is free to appoint any unhinged radical he chooses to a position which will provide access to sensitive security data. Rosa Brooks is a sterling example of the species with which Obama will infest our government. George Soros lackey and former Los Angeles Times columnist, Brooks is Barack Obama’s choice for adviser to Under Secretary of Defense for Policy, Michelle Fluronoy. Brooks describes the appointment as her own personal government bailout. How reassuring that Fluronoy holds one of the most powerful posts in the Pentagon. Brooks was Special Counsel for George Soros’ Open Society Institute and was an adviser to the virulently transnational Harold Koh. Chronically incensed at America, Brooks used her column to issue invectives against the United States and the Bush Administration. Liberals are not celebrated for their originality of thought. It’s happened to us before. After World War II, we dropped our guard and ended up with Soviet spies worming their way into the highest levels of government. In 1995 the CIA released decoded Soviet communiqués known as the Verona cables which turned out to be most revealing. After decades of liberals savaging the reputation of Senator Joseph McCarthy, almost no one other than Ann Coulter and M. Stanton Evans are talking about the Verona discoveries which vindicate McCarthy. Liberals to this day don’t understand that McCarthy’s sole mission was to uncover Soviet operatives working in government positions, not put insipid movie actors out of work. In fact, being blacklisted in Hollywood became a badge of honor. For all of their bleating about “McCarthyism”, the left never has understood that McCarthy was a senator and their jeremiad should be directed toward the House Un American Activities Committee (HUAC). Soviet spies were allowed to run wild, handing over sensitive information, including nuclear secrets, to the Kremlin. We dodged a nuclear bullet thanks to the resoluteness of Ronald Reagan. Our Founding Fathers put nothing in the Constitution about vetting a future president. Article II, Section 1 sets forth the requirements for the highest office in the land: No person except a natural born citizen, or a citizen of the United States, at the time of the adoption of this Constitution, shall be eligible to the office of President; neither shall any person be eligible to that office who shall not have attained to the age of thirty five years, and been fourteen Years a resident within the United States. The populous seems to believe that to become president, a candidate surely has been screened and been granted some kind of security clearance. If that were true, we never would have had the Clintons. The first step in applying for a national security clearance is the SF86-Questionnaire for National Security Positions. The most slapdash review makes it manifestly clear that Barack Obama would have been subject to considerable scrutiny. Obama’s mysterious past, experiences abroad, and nihilistic friends would have mandated more than a casual review of his application. In actuality, nobody vetted Barack Obama. We should have known the DNC wouldn’t. Relying on the DNC to vet a candidate would be as derelict as putting Geithner in charge of the IRS. The American people were obliged to do the vetting. We are supposed to have a non partisan, autonomous press just for this kind of thing. Instead, the 4th estate collapsed completely into a propaganda arm for the Democrat party. We have always been able to boast that in America, anyone can grow up to be president. Ostensibly, that includes America hating radicals who pose a grave threat to our national security. I’m not sure this is precisely what our Founding Fathers had in mind.
