Oops! The 'Change' part of 'hope and change' didn't happen

Back in 2008 there was a guy who used to run around the country shouting about "hope and change." You might remember him. His name was Barack Obama and he went on to become the worst President since (at least) World War II.
His Vice President is a gaffe-machine that loves to let the truth slip in the most embarrassing ways possible. His name is Joe Biden and, when they let him off the leash, he usually says something sure to make the President squirm. Yesterday was no exception. On Wednesday, while speaking at a horrible-sounding conference called "Make Progress," a soulful Joe Biden told the assembly of left-wing kooks that there really hasn't been any "change."
“Look folks, this is within our power to change. Everybody says because we tried in ‘08 and it didn’t happen, it’s not possible. Wrong. We’ve gone through these periods before. But folks, this is totally within our power. Change. Change for the better is absolutely possible and I believe it’s close to inevitable, if you’re the drivers of it.”
So, it looks like there's still some "hope" for these people, just no change. Surely they're relieved.

Biden went on to tell the group that when he says something, he means it. No matter how ridiculous it is, he's put a lot of thought into it.
“I make no apologies. I think most of you know I have no problem – and I mean this sincerely – in saying exactly what I feel and what I believe. That’s why I got into this. What you may not know is that I think long and hard about what I say and what I believe and how I say it, because it matters.”
The Vice President seems to be worried that you'll believe all those rumors that claim he's some kind of unintelligent yokel. He's not. He's a totally sophisticated guy!
"I know I’m referred to as middle class Joe. In this town it means you’re not sophisticated. But I am pretty damned sophisticated.”
Frankly, Biden wishes he was referred to "middle class Joe" since nicknames like "Shotgun Joe," "Gaffe-machine Joe," "Crazy Joe," and "Creepy Uncle Joe" are far less complimentary. ....And telling a roomful of your alleged supporters that you're "sophisticated?" Yeesh. That's like telling a room full of high school kids that you're "cool and hip." If you have to say it, the odds are it probably isn't true.
