Why do the media waste time and space debating who is and who isn't a terrorist?

Anyone, regardless of his or her motive, who creates terror is a terrorist. The shooting at the Eaton Centre, for example, terrified dozens of people. Criminals who use guns or explosives of any kind should be charged with terrorism. William Bedford
