Lindsey Graham says there is a 91% chance that he WILL throw his hat into the 2016 presidential ring. South Carolina Sen. Lindsey Graham said he's "91% sure" he'll run for president — the only question that remains is whether he can raise the money he needs.
"I think I got a good message, I think I've been more right than wrong on foreign policy ... I've been a problem-solver in Washington. And I think I've got something to offer the party and the nation," he said on "Fox News Sunday" this weekend. "I'll make that decision in May. If I can raise the money I'll do it." Graham has been working to do just that, traveling the nation to meet with supporters and gauge interest in a bid. Supporters of his have set up a super PAC to back his bid, and he's shown fundraising strength before, raising $11.1 million for his reelection fight in 2014.Obviously, Graham has given this a lot of thought. He's not "90% sure," nor is he "95% sure." He's settled at a very specific 91. We're not sure what equation he's using to reach this number, but we bet it's pretty complex. I won't waste your time getting into the laundry list of reasons why a Graham candidacy will, with 100% certainty, end in defeat. Suffice it to say that the GOP base - even the moderate wing of that base - will never support him. He has no chance of winning, and he has to know that. So, one of three things is at play here:

- A: He's hoping that his presence could drag the entire GOP field toward the squish middle
- B: He's looking to run interference for Jeb Bush and make him look "conservative" by comparison
- C: He just likes being on TV.
