Peddling the lie that he never said it wasn't working, so he had to find a way to kind of sort of apologize so he could cross that off the checklist, but he had to do it in a way that didn't really admit he was guilty of wrongdoing. Quite the parlour trick, but this is the sort of thing Obama lives for. Behold:

This is not exactly an apology as you and I understand it. Sure, he uttered the words "I'm sorry," but a real apology involves a sincere expression of remorse. This one is, hey, sorry if you find yourself in a tough spot because of assurances you got from me, we'll work harder, blah blah blah . . .
An apology appropriate to this situation would be, "I'm sorry I lied to you continually."
In other words, it's not a matter of some misunderstanding and unexpected complications. Obama intentionally deceived people into thinking they'd be able to keep their insurance when he knew perfectly well that they wouldn't. Had they known the truth, they would have rebelled in all kinds of ways, most certainly including not re-electing him.
He lied for self-preservation and for the preservation of the government takeover of health care. He meant to do it. He is not sorry for that.
But hey, sorry if, you know, whatever . . .
