Like a certain fake dossier that could be used to justify a nonsense Russia investigation?

Wait . . . what? Texts show biased FBI agent Strzok had 'insurance policy' in case Trump won

Wait . . . what? Texts show biased FBI agent Strzok had 'insurance policy' in case Trump won Initially the release of texts between Peter Strzok and his mistress Lisa Page revealed a definite political bias - pro-Democrat, anti-Republican, very anti-Trump - but aside from some pretty crude expressions of their political opinions, the texts we first saw didn't really show that anything untoward was going on in their investigative work. That changed quickly, however, when Chuck Ross at the Daily Caller noticed this exchange:
Two FBI officials who worked on Special Counsel Robert Mueller’s Russia investigation exchanged text messages last year in which they appear to have discussed ways to prevent Donald Trump from being elected president.
“I want to believe the path you threw out for consideration in Andy’s office — that there’s no way [Trump] gets elected — but I’m afraid we can’t take that risk,” FBI counterintelligence official Peter Strzok wrote in a cryptic text message to Lisa Page, an FBI lawyer and his mistress. “It’s like an insurance policy in the unlikely event you die before you’re 40,” Strzok wrote in the text, dated Aug. 15, 2016. Andy is likely Deputy FBI Director Andrew McCabe.
So what the actual hell is that supposed to mean? It sounds like Strzok and Page were sitting in Andrew McCabe's office and Page was explaining all the reasons she believed Trump couldn't possibly win the election. OK, first question: Was this just normal office banter about politics? Or was there a purpose to it? Did people at the FBI see it as their job to make sure Trump didn't win? If that's the case then apparently Page was arguing a Trump win was so unlikely that nothing needed to be done, only to have Strzok come back later and disagree, saying "we can't take that risk."
Second question: What did he mean by "that risk," and why couldn't they take it? Was he just expressing his belief that Trump would be a horrible president and it would be bad for America if he won? Or was he afraid that something about the FBI would be exposed if Trump took over? Third question: What the hell does the "insurance policy" consist of? Was he talking about using the Hillary-financed, Fusion GPS fake dossier to justify opening an investigation into "collusion with Russia"? Was he talking about using this fake dossier to get approval from the FISA court to wiretap Trump campaign officials? What were they talking about? How involved was Andrew McCabe in the whole thing? How did Strzok intend to implement the "insurance policy"? And who else at the FBI knew about and approved whatever it was? Did McCabe? Did James Comey? Did Loretta Lynch? Did Barack Obama? Strzok has to be subpoenaed by the House Intelligence Committee and/or the House Judiciary Committee, and he has to be made to answer these questions under oath. McCabe and Page have to be made to testify under oath as well. If they take the Fifth or for any other reason refuse to answer, then we'll know something is so rotten at the FBI that the whole place needs to be torn down and rebuilt. Congressional Republicans: Do not let this go.
