Abortion Funds Pulled from United Nations



WASHINGTON - The Trump Administration has announced that United States foreign assistance dollars will no longer be provided to the United Nations Population Fund (UNFPA) based on its promotion and support of forced abortions and involuntary sterilizations in China. United States funding will be directed instead to other family planning and health programs not involved in China's population control program. The cut amounts to at least $32.5 million for 2017, and funds will be directed to the U.S. Agency for International Development, which provides medical care to families across the world.
The State Department determined that the UNFPA was in violation of the Kemp-Kasten Amendment, which was originally enacted in 1985 by the Reagan Administration in response to its extensive involvement in China's coercive program. The amendment prohibits giving U.S. "population assistance" funds to "any organization or program which, as determined by the President of the United States, supports or participates in the management of a program of coercive abortion or involuntary sterilization." Even though the Kemp-Kasten Amendment has been renewed each year by Congress, the anti-coercion law was not enforced under the administrations of President Clinton and President Obama. During fiscal year 2016, the Obama Administration gave $67.88 million to UNFPA. China's family planning officials admit that all women of childbearing age are still required to report for up to two ultrasound examinations every year. There are "social compensation" fines levied on families that have a third child--up to ten times the annual average income--and any woman found to be pregnant with a third baby will receive "home visits" with the aim of "persuading" them to have abortions. "We commend President Donald Trump for making it very clear the United States will not support a United Nations agency that promotes the killing of innocent babies," said Mat Staver, Founder and President of Liberty Counsel.
