AN OPEN LETTER TO KYLE RAE

by Arthur Weinreb
November, 1999

During the trial of escort agency owner Mark Lukacko you criticized the , Toronto Department of Health for wanting to obtain the names of HIV positive escorts and their customers. You said that the Board was sending out the message that people who have the virus should not be having sex.

You went on to add that you have had sex with partners who are HIV positive, practised safe sex and are not HIV positive.

Kyle, there is no such thing as "safe sex". There is reckless sex, unsafe sex and safer sex.

No matter what you do to protect yourself there is always some risk of infection. And you seem to think that you have the right to take risks when it comes to your own health. The worst thing about the way you think is that I happen to agree with you. And I don't like agreeing with Toronto councillors, especially those of the leftist persuasion.

I frankly couldn't care less whether or not, or how often, you have sex with persons who are HIV positive. Now Kyle don't get me wrong--I'm not hoping you get AIDS and die. Hell, on my list of Toronto councillors in descending order of whom I'd like to see dead, you aren't even in the top 30. It's your attitude, Kyle. You seem to think that you have the right to live your life in a certain way even though it involves some risk taking. You have a lot of nerve thinking that in light of what you do for a living.

You are paid good money (okay not great money, but good money) to sit on Toronto City Council. And what do you and your fellow councillors do? You go around telling the rest of us what whe can and cannot do. If some study, no matter how flawed, indicates that some thing or activity might cause some minimal risk to the health of a few, you guys propose a by law quicker than Mel can say something stupid.

You say that you have sex with HIV positive partners but don't have the virus. Well Kyle, this might come as a complete shock, but some of us smoke and don't have any smoking related diseases. But if we want to "take precautions"; smoke in well ventilated establishments where only consenting adults are present, well, that's different. Bans, prohibitions, by laws. Smoking is only one example of your double standard.

Kyle you think that minimizing the risk of HIV and AIDS should be done by education. Then why aren't you in favour of using education for other risky activities instead of rushing to restrict the freedoms of citizens. You are not the only councillor that thinks this way; you just enunciate it better.

You and your cohorts should confine your work to dealing with issues that clearly fall within municipal jurisidiction--like garbage. I know you know what garbage is because according to the press you and Councillors Bussin and Chow discovered recently that it is piled up all over the place.

Kyle, it's time to wake up and smell the garbage. Fix the potholes and leave the rest of us alone.
