We are in a war for the safety and security of our country and the lives of our citizens. We are losing. In war there are overt and covert components. Those you can see are overt - military bases, ships, planes, soldiers, etc. Covert action is always better than overt, because it's significantly easier and less expensive. A million dollars can buy a single smart bomb but for the same money you can bribe someone to hand you all the information you need to destroy an entire enemy installation. Covert actors are spies, double agents, saboteurs, blackmail victims, traitors, and “useful idiots.”
