GLENDORA, Calif. /Christian Newswire/ -- A report released Thursday by the State Department shows that the number of foreign children adopted by Americans plunged 27% in the past year to the lowest level since 1996. Figures for fiscal 2009 showed 12,753 adoptions from abroad, down from 17,438 in 2008, and almost 45% lower than the all-time high of 22,884 in 2004.
