Since the beginning of the current partial government shutdown, citizens have been calling in to talk shows and suggesting that Congress should not get paid until they vote for the Continuing Resolution to end the shutdown. I have some bad news. Decades ago, Congress voted for a special exemption for themselves in the event of future government shutdowns.
