The Hashemite solution may be appropriate for displaced Gazans, but for different reasons. The Ottoman occupation of Gaza was crushed by British forces in 1917. The British ruled until 1948 when the Jewish people waged war and took control not just from the British but all other claimants to the territory. The Israeli's subsequently confirmed that with a resounding victory in the 1965 war with Egypt, Jordan, Syria and others. The Oslo Accords with President Clinton simply moved Jewish settlers out of Gaza an effort to show goodwill to Arabs displaced over many decades of occupation. Yasar Arafat and the Palestinian movement deviously responded by inviting Hamas terrorists to wage a clandestine war against Israel. The Israelis have every right to take back Gaza after the events of October 7 and years of persecution. Those calling themselves Palestinians and Gaza displaced persons must now either accept Israeli conquest and respect their Rule of Law or find another location like Jordan, Yemen, Mecca or Qatar to make their homes.

I have read that it is a damaged population, educated and oriented to violence as a practical political tool. Why would Jordan agree to risk taking them in?

Hashemite Kingdom of Kugada. If the Saudis want all those terrorists to have their own country, why don't they offer some of their own real estate instead of offering Israels? Same reason none of the other Muslim states will, they want them to stay Israels problem and not become theirs.
