It is widely known that Russia flew soldiers into Crimea who proceeded to vote to join Russia. Also in the eastern part of Ukraine, which had a similar vote, an abandoned car with half a million filled-out ballots was found the night before that election.
Neither side is clean in this war, but Russia is the attacker.

The Crimea referendum was rejected because it was invalid. Putin started running out the Ukrainians, imported thousands of colonists and had the occupying army vote as well. It was as invalid as if Hitler held a referendum in Poland in 1940 and annexed the country.
