What is the Department of Interior's (DOI) "Smart from the Start" program and why is it "Dead in the Water"? The "Smart from the Start" program is DOI's attempt to encourage the development of offshore wind technology in this country.[ia] And, it is "Dead in the Water" because offshore wind energy is 3.4 times more expensive than onshore wind energy, making it not a prudent investment compared to other renewable alternatives for electricity generation. Furthermore, wind produces a lot less energy than an equivalent natural gas project.
