Is it really plausible that Mitch McConnell didn't know what McCain was going to do?

His reaction suggests he fully expected it, and maybe even wanted it.

Something is fishy here. We're always told that Mitch McConnell is a master of Senate rules and procedures. He's also not given to calling votes on matters unless he knows he's going to get the outcome he wants.
