Fears of a Chinese attack on Taiwan are growing; Russian troops have massed on Ukraine’s border; both countries are “pre-positioning” for any future conflict by launching cyber-attacks, according to the most recent official risk assessment. Yet, as these threats evolve, Canada’s military leadership is said to be petrified, in every sense of the word, by the sexual misconduct crisis that has engulfed the armed forces. “It’s turmoil. Every senior uniform person has got their head down and is just hoping for the best,” said one person with intimate knowledge of the Department of National Defence. “It’s as bad, if not worse, than the Somali affair (the 1993 military scandal) and the decade of darkness that derailed the Defence department after it.
