Last month, the Obama administration forced Duke Energy to pay a staggering $1 million fine. The reason? Their wind farms were chewing up protected species of birds at an alarming rate. Despite the fact that thousands of endangered birds die this way each day, it was the first time the administration had fined a "green energy" concern for what are known as "non-purposeful takings."
