On December 19, the Obama Administration finalized the Stream Protection Rule (SPR), which puts new limits on coal mining near waterways, but conflicts with the Surface Mining Control and Reclamations Act, making the rule legally dubious. The SPR mandates states to require additional data gathering and monitoring at and around coal mine sites and imposes new financial assurance and reclamation requirements.1
