The ability to deliver massive amounts of green power at ever cheaper prices, regenerate run down ports and create high skilled jobs mean giant off shore wind farms are planned in seas from Australia to Norway, from Japan to California, and all points in between. 1 However, a series of reviews of the financial accounts of offshore wind farms has shown that despite the claims of the offshore wind industry, overall costs of offshore wind farms remains stubbornly high, and are at best only declining slowly. 2
