If you were the President, and you'd fought tooth and nail for an unpopular law which had come to bear your name, wouldn't you make a point of being hands-on with the implementation? Wouldn't you be constantly meeting with the woman charged with making sure your pet project didn't turn into a chaotic mess that would completely derail your second term agenda? Wouldn't you realize that you'd placed almost all of your eggs in a basket called "ObamaCare," and wouldn't you be constantly engaged so that no one dropped it?
