His promises flowed like honey and his cult like following were captivated by his words. "The State," he said, "will take care of you." His message was alluring and they wanted to believe. His name was Sleepy Joe and his partner was Camel-a "Cackles" Harris. But to his followers, Sleepy Joe was, affectionately, Uncle Sugar.
