The message says "Thank you for contacting me...Democratic senators are blocking passage of HR 5371, which has led to a lapse in appropriations."
"The email reminds those who reach out to DOE employees that we cannot respond because Senate Democrats are refusing [to] fund the government. Where's the lie?" a spokesperson said.
