High crime, low income neighborhoods can't afford to hire security patrols. They also can't afford the mindset opposing having security patrols. Keep in mind, criminals already 'patrol' these areas;

One thing where leftists won't get an argument out of me is how only the wealthy can afford hired security. It's a tragic truth that the working class, most at risk from crime, can't afford bodyguards or neighborhood security patrols.
This tragic truth was brought home during my tenure as vice president of a neighborhood association in a high crime, low income area. Despite an influx of monied newcomers, they hadn't displaced danger.
