Who determines the Issues of an election?

All year individuals and families contact their local MP’s office with the concerns that affect their daily lives and these issues are important to them not just on an appointed election date. Some of these issues never get any attention or they are shuffled off to some office or staff member that cannot resolve the concerns of the individual and on Election Day they will never be resolved.
