Burn Bags—Accident Or?

I see all kinds of speculation by the talking-heads on television concerning how the Burn Bags could still exist. Clearly, top management in the FBI and CIA saw the danger of the existence of these materials. Just as clearly, this material is documented evidence of what was going on at that time in history regarding the subject of those materials. 

Was this material, material in criminal activities by high government officials? We do not yet know for sure. If the material does pertain to criminal activities, destroying that evidence is a federal crime, in and of itself.

Of all the talking I have heard on the subject of the Burn bags, what I consider (in my naivety) as the most likely reason for this material to still exist is that some poor lower-level civil servant was tasked with the actual responsibility of getting the Burn Bags to the point of destruction.

This employee knew how things work in government. There was risk associated with the destruction of evidence and, if discovered, the head of the person lowest on the totem pole was usually the one that rolled when discovery ultimately ensued. Being the cautious kind, this employee rat-holed the evidence. Self-preservation was the reason.

However, being a former federal civil servant myself, I hope that there was a higher purpose for this material to still exist. Perhaps an American patriot, buried deep in the Deep State, saw an opportunity to right a wrong. In other words, he or she knew that someday the truth would be discovered, and this evidence would be necessary to have former high government officials held accountable for their misdeeds. He or she then preserved these materials for future reference.

Now, he, she, or they have seen that there is a righteous FBI management team in place and whispered in the ear of the Director as to where to find this material. I am nothing, if not an optimist.
