CCF to New Mayor of Calgary: Repeal Unconstitutional Protest Bylaw

Calgary – The Canadian Constitution Foundation (CCF) has written to Calgary’s newly elected mayor, Jeromy Farkas, urging repeal of the city’s Orwellian-named Safe & Inclusive Access Bylaw. The March 2023 “bubble zone” law unconstitutionally restricts free expression, banning “specified protests” within 100 metres of libraries and recreation facilities if they involve objection to certain government-defined topics, such as religious beliefs, gender identity, gender expression, ancestry, age, and much more.

Earlier this year, the Safe & Inclusive Access Bylaw received the CCF’s first-ever Municipal Muzzle Award, earning the title of Canada’s Most Censorious Bylaw in the report of the same name, available for free download here.

The CCF is currently involved in litigation challenging the bylaw’s constitutionality and is an intervener in R v Heather, a case before the Alberta Court of Appeal challenging the same law.
