The National Weather Service has extended its flash flood warning to remain in effect until 5:15 p.m. Charleston Mayor Joe Riley and Police Chief Greg Mullen urged people to stay off the roads as the storm continues. With high tide coming around 1 p.m., heavy bands of rain approaching and the ground already saturated, the city has a very serious, and potentially dangerous, situation on its hands, they said.
