Detecting electoral fraud for dummiesDetecting possible electoral fraud that is easily understandable and recognizable by dummies simply requires an audit to determine whether the number of votes cast in each precinct exceeded the number of people registered to vote in that precinct (Over-Voting). Balancing the books in each electoral precinct (Reconciliation Certificates) should be a mandatory requirement when the election results for each precinct are certified by the required date—December 1.

Over-Voting is the clearest circumstantial evidence of fraud.  Reconciliation Certificates—using the following formula—would clearly show whether more votes were cast in a precinct than the number of registered voters:
Number of registered voters on electoral roll = Number of votes cast + Number of votes rejected + Number of provisional ballots not counted. 
Any districts showing an overbalance would indicate that fraudulent voting could have occurred in those precincts. Reconciliation Certificates should contain any explanations by the certifying authority as to the possible reasons for any such overbalance. If the total of the overbalance in all of the electoral precincts in the State exceeded the margin of victory for Biden in that particular State—then a Court challenge to that result would have a strong chance of success. Over-Voting is one of the many grounds of complaint made by President Trump's lawyer— Rudy Giuliani—who alleged during his media conference on 19 November:

Michigan and Wisconsin have over-votes in precincts of 150, 200 and 300 percent

"Well, in Michigan and Wisconsin, we have over-votes in numerous precincts of 150 percent, 200 percent and 300 percent"
Giuliani appears to have been relying in part on an affidavit filed by Russell James Ramsland,  dated November 17, 2020 in Court proceedings already begun by another lawyer. Ramsland— part of the management team at Allied Security Operations Group LLC— providing a range of security services with a particular emphasis on cyber security—has asserted: Ramsland Assertion

Ramsland's calculation of Over-Voting

Ramsland got the State wrong. It was Minnesota not Michigan—but that is not a hanging offence. More relevant is that Ramsland's calculation of Over-Voting is based on "Votes/SOS Est. Voters" – not "Voters registered to vote". It is also not clear whether Ramsland's calculation of the number of votes included provisional votes that had not been counted.  Ramsland has gone even further claiming there was a 100% turnout of voters in 25 precincts. That stretches one's credulity and smacks of "ballot filling" with additional votes being possibly added in these precincts to get to 100%. It should be relatively easy by random door knocking to get affidavits from some persons in these 25 precincts who would swear they did not vote.  The Washington Post has sought to discredit Ramsland's claims—but Ramsland's calculations and conclusions can only be confirmed or rejected when the Reconciliation Certificates are available.

All State Electoral Commissions should issue Reconciliation Certificates for each precinct.  Giuliani has gone even further in a videotape claiming that two thirds of the 72 precincts in Detroit don't compute—that more people in Detroit voted in those precincts than were registered to vote.  He has also alleged that in Philadelphia and Pittsburgh there were overbalances ranging from 125% to 350%. Adam Goldmacher predicted in the New York Times on June 24:
"In November, a significant delay would not just test the nation's resolve and patience, especially if late-counted votes reverse the early tally in a pivotal state, as has often happened in statewide and congressional contests." 
That is precisely what has happened.  Were those late-counted votes after the polls had supposedly closed earlier in the evening legal votes? Reconciliation Certificates can help provide the answer. The turnout vote in every precinct in each State could be the key to deciding who America's next President will be.
