Kim Jong-il might see himself as an emperor, but it's doubtful he's stupid enough to nuke his neighbours, unless, of course, his hapless domain is invaded.
As a nuclear-armed economic basket-case that can't even feed its people, North Korea is a good place for the U.S., and its allies to get their act together and demonstrate how they are going to deal, not only with Kim, but with future nuclear-armed, tyrants. As for Kim, he must know that if he scares the world enough with his nuclear threats, it's a toss-up whether the U.S. or China will be first to vaporize his prison-camp that masquerades as a nation.
