The U.S. military claims to be so short- handed that it is forced to sends troops on two and three consecutive tours in Afghanistan.

It also has lowered the physical-fitness standard and raised the age limit for new recruits. So where, one wonders, did the Pentagon find the ten thousand marines it is deploying to Haiti? Incidentally, isn't it odd that U.S.National Guards are being sent into combat zones while regular troops do garrison duty in places like Japan and Korea. Shouldn't the regulars and the Guards switch places? Just wondering. William Bedford Toronto, Ontario
