Sen. Manchin, in Threat to Biden Agenda, Opposes Reconciliation, Backs Filibuster

Democrat Sen. Joe Manchin said Wednesday he opposes using a procedural process known as reconciliation to pass legislation without Republican support, dealing a potential blow to President Joe Biden's chances of passing a $2.3 trillion infrastructure bill. Manchin also said he would not support any step to weaken the ability of Republicans to mount filibusters to block legislation.
