“Falconer Report” on violence in Toronto’s schools

Society’s problem?  I think not



It’s funny how the so-called “Falconer Report” on violence in Toronto’s schools came to the conclusion that the problems were due to society’s failure to meet the needs of marginalized students.

But then, what other conclusions could one expect from a “human rights” lawyer, than the ones tabled in the 1,000-page report. Engaging a human rights lawyer to prepare a report on school violence in schools with large minority populations is akin to getting a fox to prepare an action plan to ensure the safety of the henhouse. Of course, Falconer is going to blame the problem on everyone but those responsible. Of course he’s going to insist the schools are underfunded. Of course he’s going to say cracking down on miscreants won’t work. It’s a foregone conclusion that Falconer would vilify Mike Harris and he’s going to attempt to put the blame squarely on society rather than the perpetrators. During his press conference, Falconer stressed that the problems being experienced at C.W. Jefferys Collegiate Institute and Westview Centennial Secondary School were primarily not a “black problem”, but a societal problem. He’s dead wrong. Certainly the results of this particular problem impact society in a profound manner, but the problem in itself stems from what we’ve come to euphemistically know as “urban culture”. Urban culture is best reflected in hip-hop and rap music, which glorifies violence, degrades women, references drug use, etc. A corollary to that culture is the siring of numerous children with different women, none of whom wind up with the benefit of a father or the nurturing environment he may help to provide. The natural consequences of this state of affairs are deep-rooted poverty, child poverty as teenaged girls have babies out of wedlock, drug use to medicate against the squalid conditions under which these individuals find themselves, the formation of gangs and other criminal enterprises and yes, violence. But to suggest that this problem is caused by society at large is ludicrous. The Falconer Report’s suggestion that increased funding and an increase in the number of social workers available at schools would go a long way toward alleviating the problems of “problem” schools is equally ludicrous, if not disingenuous. But like the good socialists that are the reigning denizens of the City of Toronto’s political culture, throwing more money at any problem appears to be the panacea. I am sorry that there are schools in Toronto, such as C.W. Jefferys and Westview that are incapable of helping a large number of their students find their way. To say that racism as at the root of all those problems is to take an overly simplistic view of the situation. Blaming society’s racism on the few bad eggs that are causing the problems in the first place is a complete abrogation of society’s responsibility to maintain law and order. The Falconer Report basically amounts to a whitewash (no pun intended) of a problem that requires tough answers. A good place to start might be to take that extra money Falconer wants to put into social workers and other school programs and use it to hire more cops and build more prisons. While that may not provide a positive outcome to the marginalized students over which the report cries such crocodile tears, it might just prevent further incidents of the type that resulted in Jordan Manner’s death.
