I believe it was a mistake for the U.S. to give billions of dollars to Europe following WWII (The Marshall Plan) as an outright gift instead of a loan to be repaid with interest when those war-ravaged countries became prosperous. Now that the U.S. economy needs a huge transfusion of taxpayers money, it's to be hoped that Washington doesn't make the same mistake again.
