The Great Water Heist

The federal government is now considering legislation that will expand the definition of "navigable waters of the United States," to simply "waters of the United States." This will mean that all water, everywhere, belongs to the federal government. The bill also defines the land, on and under which water flows, to be the waters of the United States. The bill also explicitly authorizes federal regulation of all "activity that affects" the water of the United States or the land on which it may fall.
