In a letter to Congress this week, President Biden declared a national emergency over Russia due to "specified harmful activities" from their government. Before his announcement, he called back U.S. warships en route to the Black Sea. He doesn't seem too threatened. The ACLJ has one major question, Mr. President - what about the crisis at the southern border?
