The reforms in the UK will not include an English assembly to match the ones in Scotland and Wales.
The English upper-classes would never lower themselves to the level of Scotland and Wales by setting up an English assembly. They will cite their huge population as the reason they need three assemblies, one each for the North, Midlands and south of England. Maybe even a fourth one for Cornwall which is trying to revive its ancient language. The Scots, Welsh and Irish should also demand there be Royal English things like army regiments, English Guards and that the St, George Cross on the Union Flag be reduced to its proper size.
