What changing circumstances? Covid-19 was put to the test January through June 2020 and proved to be no more deadly than previous severe flus. No country showed an increase in over-all deaths in people outside of the high risk category, making it obvious that the only "pandemic" was due to government and health facility inappropriate "helping".
Covid-19 never was a pandemic-level threat, so none of the tyrannical "preventions" and "cures" were justified.
