A day after Mr. Trump nominated the D.C. Circuit federal appeals court judge to replace retiring Justice Anthony M. Kennedy, the nominee made the traditional first visit to Capitol Hill, where he met with Senate Majority Leader Mitch McConnell, Kentucky Republican, and Judiciary Committee Chairman Chuck Grassley, Iowa Republican.
