TORONTO—Since 2000, Ontarians have gone from having higher incomes than Canadians in other provinces to slightly lower as a result of poor economic policies and the related protracted economic slump, according to a new study published by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank.
