If Gov. Cooper refuses to completely reopen the state, drop his draconian restrictions, before August, then I can say with certainty that he kept restrictions in place to force the convention to move to another state

Gov. Cooper is saying to Republicans, not in my stateBack in March, Democrat Gov. Roy Cooper of North Carolina announced a statewide stay-at-home lock down order that was supposed to last for only 30 days. According to Cooper, restricting freedom of movement was necessary to curtail the spread of coronavirus and prevent hospitals from being overrun with patients. Cooper ordered people to stay in their homes, and businesses to close, and I reiterate, for only 30 days.  Moreover, Cooper had already ordered all schools to close through mid-May, banned gatherings of more than 10 people, ordered hair salons, gyms and movie theaters to close, and ordered restaurants to stop dine-in service. Cooper shut down all businesses that he didn't deem essential, and required individuals outdoors to stay 6 feet apart.
