This afternoon, during an appearance at Miami Dade College, Jeb Bush will give his official "launch speech" announcing his 2016 candidacy. However, that's really just the period at the end of the sentence. He's already made it clear that he intends to run - first with a tweet, then with a pre-announcement video.
