TORONTO—While the rate of job creation in the Toronto and Ottawa area exceeds the national average, most other cities, smaller towns and rural areas outside these regions experienced little or no job growth since the 2008/09 recession, finds a new study released today by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank.
