The agreement was signed by Mayor of Tehran Mohammad Baqer Qalibaf and President of the Board of Directors of Metropolis Denis Coderre.Qalibaf is an influential state-jihadist who has climbed the ranks of the Iranian Islamic Revolutionary Guard Corps.
