VANCOUVER—More than 20 per cent of households in Canada earning less than $55,000 experience energy poverty, meaning they spend ten per cent or more of their household budget for electricity, home heating fuel and gasoline, finds a new report published today by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank.
