China recently announced that eugenics (controlling birth rates by determining if a fetus will have a “costly” birth defect) has reduced their reproduction rate to 1.6. Per acknowledged sociologists, a reproduction rate of 2.1 (2.1 babies per one deceased person) is necessary to maintain a civilization. Currently, the U.S. rate is 1.8 and is projected it to be 1.6 with the oncoming health care "reform".
