Never heard of this group but I know several people that drove on the back roads without licenses or vehicle owner registration for many years when I lived out on the farm. Most of these people were not born in Canada, had worked for themselves, rented places to live.
In fact our farmhand also a black smith lived and ate with us. After a couple years, I noticed his one ton van full of his equipment had an old license plate. He explained to me that he arrived in Canada in Quebec many years ago did get his drivers license so easily in Quebec even though he spoke no French, but when he went to come to Ontario they would not give him one without a test and his English was not very good at the time either but they let him drive away in a Quebec licensed van he then lived and worked on a big horse farm and he used their vehicles all the time and moved around on different farms, he was old and now without any I.D. he wanted to get on pension here? I told him to go see a lawyer take all the I.D. papers he did have and see what they could do for him? Then I wondered if we would be charged? no money ever exchanged hands but his living and eating were free he was a friend of my husbands and we had a business where we paid them and their taxes so I called our lawyer and took Rajmond with me to sort it out cause we would also be in trouble. He co operated with me and our lawyer who I paid personally not through the farm or our business. I have no idea how the lawyer did it but he told me Rajmond was 68 years old had arrived in Quebec was not a Canadian yet but had lived here for 38 yrs at this point but he did some magic and he got him on OAS and he got a license and registered his vehicle and he even got insurance oh and he had a bank account?? How I was too busy to find out all the details but Rajmond showed me all his new papers and was so happy. He invited our family that he really was a part of out for dinner and we celebrated his now being Canadian and got him presents and sent our lawyer a gift too. Long story but he could not write or read in French or English so did not worry about it all just lived his quiet life, worked well and had lots of friends. I still wonder how many people like that live in our country too?
