TORONTO—Ontario taxpayers will likely soon be covering the lion’s share of the tens of billions of dollars of federal transfers to Atlantic Canada and Quebec, finds a new study released today by the Fraser Institute, an independent, non-partisan, Canadian public policy think-tank.
