The drafters of the Constitution were forward thinking men, they realized that from time to time amendments would be appropriate. They provided for 2 methods of making the amendment.

The first is by a 2/3rd vote of Congress. The second is a convention called by 2/3rds of the State legislatures. In either case, a proposed amendment must be ratified (approved) by the legislatures of 2/3rds of the states or by a vote of 2/3rd of the states in a convention of states. Today, wise men and women realize that a 2/3rd vote of Congress to do anything is unlikely. So they are working through the challenging but powerful Convention of States process whereby at least 38 states must apply. The goal of this movement is to restore to the States the roles and responsibilities that rightfully belong to them. Great information on this effort is available on the web.
